Dr. Ebinezer Florano is Associate Professor of the U.P. National College of Public Administration and Governance (UP-NCPAG) and Director of its Center for Policy and Executive Development. Dr. Florano obtained his doctoral degree (Public Administration) from the International Christian University in Tokyo, Japan and has two master’s degrees in Public Administration and International Relations. From 2009 to 2014, he taught courses on climate change adaptation (CCA) and disaster risk reduction (DRR) at the undergraduate and graduate levels. During those years, he required his students to conduct CCA/DRR workshops at the local government level and submit reports to the host local governments, which include the Province of Pangasinan, Dagupan City, and the Municipalities of Real and Pagbilao of Quezon Province. He has given lectures on CCA/DRR in seminars organized by LGUs and private firms. In 2015, he, together with a team of researchers, drafted the Manual and Operational Guidelines for the National Panel of Technical Experts for the Climate Change Commission. In 2013, he won a Southeast Asia-wide regional competition to write a research paper on resilience financed by JICA and organized by the Global Development Network. His completed research paper entitled, “Community Governance for Disaster Recovery and Resilience: Four Cases in the Philippines” has been presented in several international conferences. In 2014-2015, he contributed to the multi-volume and multi-disciplinary Handbook of Climate Change Adaptation with his chapter entitled, “Mainstreaming Integrated Climate Change Adaptation and Disaster Risk Reduction in Local Development in the Philippines.” This book chapter received publication awards from U.P. Diliman and the U.P. System. Aside from these, he has read several other research papers in international conferences in Asian, European, and North American countries on topics such as CCA/DRR, recovery and rehabilitation, green growth, environmental governance, etc. As part of his professional development, he studied GIS software such as Manifold and the Rapid Earthquake Damage Assessment System (REDAS) developed by PHIVOLCS.
