More disasters are expected to occur due to a variety of developments, including a concentration of people and critical infrastructure, higher frequency of extreme weather events, and increased vulnerabilities of people and ecosystems. Among the actions of disaster management, including disaster preparedness, emergency response, recovery, and mitigation, disaster recovery remains the least understood. Yet, disaster recovery is critical because it provides opportunities for redirecting short- and long-term development towards sustainability goals, such as good health, livelihood opportunity, and climate protection. Yet, the question is how to direct change towards sustainability goals in the event of a disaster?
